It is the age of consumerism; we crave endlessly for materialistic satisfaction. How long could the resources of our planet sustain to fulfil our everlasting needs?<br />

【明報專訊】正在香港舉行的世貿會議究竟與環保有何關係﹖香港人愛吃的珊瑚魚，不少是用山埃或炸藥等破壞海洋生態的方式捕捉得來，香港可持續發展公民議會昨日去信港府，促請政府向世貿建議，向使用不環保方式捕捉的珊瑚魚徵收關稅，建議除可保護東南亞水域的海洋生態，也可利用稅款支援當地漁民改善捕魚方式。
東亞漁民山埃炸彈捕捉
世界自然（香港）基金會研究顯示，港人過去平均每年吃 2至 3噸珊瑚魚，食用量佔全球珊瑚魚總捕魚量約六成。基金會環境保護幹事鄺力存指出，香港入口的珊瑚魚主要來自印尼、菲律賓、馬來西亞和澳洲，當中不少東南亞國家的漁民均採用破壞海洋生態的方式捕魚。
曾親身到菲律賓西部卡拉綿群島觀察捕魚活動的可持續發展公民議會成員勞敏琪表示，當地不少漁民用山埃毒暈躲藏在珊瑚礁內的珊瑚魚，如蘇眉和東星斑，令牠們漂浮到海面更易捕捉﹔部分漁民則用炸藥把躲藏的珊瑚魚趕出來。珊瑚群是海洋生物的居所，但當中不少被毒死和炸得支離破碎。
需成員國於會議提出討論
世貿開幕前夕，可持續發展公民議會與世貿轄下的貿易與環境委員會主席 Vesile Kulacoglu會面，議會主席黎廣德引述 Kulacoglu表示，漁民以破壞生態方式捕魚問題值得世貿探討，但必須要有成員國在世貿會議上正式提出。議會昨日去信工業貿易署，要求港府在世貿會議上提出，限制採用不持續發展方法捕捉的珊瑚魚入口香港，徵稅是其中一個方法。
黎廣德解釋，基於世貿的自由貿易原則，港府若限制部分珊瑚魚入口，會違反世貿的貿易協議（詳見另稿），但他指出，現時保護瀕危物種的公約不會保護受破壞的海洋生態，政府向會破壞海底生態的珊瑚魚徵收關稅，既可鼓勵漁民轉用更環保的方式捕魚，稅款亦可支援當地漁民或研究養殖珊瑚魚。

<div>Our story starts with the Mokens, commonly known as sea-gypsies, rebuilding their homes after the Boxing Day tsunami in South Asia.</div>

<p>The Mokens had long been neglected by the Thai authorities and called names alluding to animals and the outcast by the Thais.</p>
<p>However, primitive wisdom not only helped the Mokens to survive the tsunami, it has also earned them worldwide fame because of their heroic rescue of two Thai artists. Mokens have become the focus of attention of Western media, which has also inspired the Thai authorities to tap into Mokens’ potential as a tourist attraction.</p>

「靠 山吃山，靠水吃水。」
２０多年前，香港魚商還未到這裡搜購珊瑚魚時，菲律賓卡拉綿群島一帶的漁民，生活反而比現在好過點。這原來跟我們在飯店品嚐的桌上鮮有關。
被海洋環抱的卡拉綿群島，海洋資源豐富，從前漁民只要有魚絲和魚鈎，便能釣得足夠的魚穫，供一家人食用。八十年代初，這裡的珊瑚魚開始出口外地，不少魚商在此收購魚穫，運到香港出售，情況日漸產生變化。
當魚商來了之後……
漁民為了捕捉更多珊瑚魚，逐漸放棄傳統的垂釣方式，改用拖網，甚至使呥山埃或炸藥，務求將珊瑚魚一網打盡，在長期濫捕下，卡拉綿群島附近水域的珊瑚魚數目近年大幅銳減，部分珊瑚魚如蘇眉等更瀕危絕種。此外，山埃和炸藥亦對附近的珊瑚礁造成嚴重破壞，影響其他棲息在珊瑚的海洋生物。漁民親手破壞了原本養活自家的海洋生態。
不過，漁民並沒有因而富起來，得益者反是數間壟斷當地珊瑚魚出口市場的魚商。以東星斑為例，現時當地的批發價約為 ３００多港元，可是漁民卻只獲得數十港元的回報。結果，辛苦捕獲的魚，好的都賣魚商，漁民卻只能吃小魚和死魚。
早前由香港到卡拉綿島拍攝紀錄片的勞敏路琪表示，有些漁民捕得小魚後，甚至不會食用，而是將其養大，希望日後能賣得更好的價錢，而自己則買些更賊價的魚來吃，她說：「當地未投入海鮮貿易時，星斑、蘇眉原是漁民日常食用的魚，原在卻全都拿去出售賺錢，希望可以買大船、賺大錢！」
如果濫撼情況持續，鄰近水域的海洋資源枯竭，未來莫說是小魚，漁民最終可能無魚可捕，令到生計大受影響。
負責打擊非法捕魚的巡邏隊隊長Perfecto表示：「漁民只著眼於前利益，雖然知道以後可能無魚可捉，但是卻說要趁海中還有魚的時候，搶先捕捉！」不過，要打擊當地非法捕魚的活動卻相當困難，因為除本地漁民外，還有不少漁民亦遠道從其他地方而來，捕捉珊瑚魚，他們不少還荷槍實彈，設備比巡邏隊還要精良。
年前潛入５０米深海底的珊瑚礁放出山埃的阿博，因沒有做好安全措施，以致下身癱瘓，但為了養活一家四口，他不得不出海釣魚，可是近日的漁獲卻不斷少，由昔日每天釣得１５─２０公斤魚，到現在一天只有兩三公斤左右。他擔心沒有能力繼續供子女讀書，而他們最後可能也要靠捕魚為業。
勞敏琪說：「我們總覺得發展是好事，覺得如果不轉換經濟模式，某些地方的人不能脫貧，但是卡拉綿群島的情況使我再次反思，這種想法到底是否正確？」
香港人嗜吃海鮮，在二００四年共消耗了約１６７,５００公噸的漁業產品，其中９０％都是從外地入口，來源地由南中國水域、東南亞、伸延至南太平洋群島、澳洲、印度，以至遠達非洲一帶的水域。我們能否從個人層面開始下點功夫，或改變一下飲食習慣，確保漁民的生計得以持續下去，不會走到無魚可捕的一天。
